立足成都“东进、南拓、西控、北改、中优”战略大背景，通过对邛崃市人口分布、经济布局、国土利用、生态环境保护等因素的综合考虑，科学布局生产空间、生态空间、生活空间；推进生态国土建设，建设美丽邛崃，主动担当成都“西控”发展的使命，使邛崃建设成为成都西部区域中心城市。
